Fans Proposed NFL Rules Changes
On another board a great poster TimCapone suggests that an idea by BillyD for each team to use two distinct OLs would not work in the NFL. My debate on that topic in support of the idea was a silly waste of time but thats nowhere near the waste of time it takes to look at and debate my own proposals here:
1. New CBA. Players and Owners agree that players compensation will have a floor (and a ceiling for rookies) but that the bulk of all salaries will be based on the number of games players actually play attendance in practice (including regular season preseason and offseason TC mini-camps and OTAs etc.) and mostly based on performance during games.
2. Illness and Injury to Starters and Comity.
Prior to Game. For each position on a football team the NFL establishes a ranking of every active and reserve NFL player whos played a snap at that position during regular season. Rankings are based on performace during actual NFL play and expected play based on college performance. Prior to the start of pre-season each team establishes its initial depth chart and provides it to the NFL. If the initial depth chart starters are injured PUPd or IRd prior to the start of the first regular season game that info is given to the NFL and each team then establishes their 2nd depth chart which is maintained up-to-date throughout the regular and post season. Prior to the start of each regular season game each team keeps the NFL and their upcoming opponent informed regarding past IRs and current (that weeks) illnesses and injuries and gives their list of active players to the NFL rep two hours before the game. The NFL rep notes inactive starters due to illness and injury and requires each team to balance their active players list.

E.g. if the starting LT for one team is inactive due to illness or injury forcing that team to play their 2nd best player as starter their opponent shall play their backup LT for that game too etc. Every teams depth chart shall be in agreement with the NFLs position rankings (i.e. starters rank higher in position ranking than backups). If a team wants to rearrange their 2nd depth chart during the season they notify the NFL and their upcoming opponent by the Wednesday prior to the game day. Proposed rearranged depth charts shall not include positions effected by the opposing teams injuries to starters and must be approved by the NFL and known to the opposing team by the Thursday prior to the game. NFL will maintain and modify their position rankings throughout the regular season in a timely manner.
During Game. Each teams stadium shall have sufficient medical staff and diagnostic medical equipment to verify extent of illness and injuries incurred during a game to extent practicable. If any starter is injured (or gets sick) during a game such that they are unable to play the remainder of the game after their injury of illness is verified by the NFL rep the opposing teams starter at that same position shall be benched for the remainder of the game. An officials TO will be taken to inform the coaches of the injury and resulting requisite benching.

3. Gloves. Because referees no longer call holding penalties OL players are required to wear a 12 oz. boxing glove on one of their hands. Choice of hand is left up to the player but the glove shall be maintained clean or the OL player is subject to expulsion from the game. Gloves are checked prior to the start of the game and monitored throughout the game by NFL refs. Punches thrown by OL guys with the gloved hand are legal during play. All other players are allowed to wear one such glove subject to pre-notifying the referee and given the same restrictions as OL players.
